Qatar’s Emir Tamim bin Hamad Al-Thani sharply criticized Israel on Thursday for failing to uphold a ceasefire agreement in Gaza, as he met with Russian President Vladimir Putin in Moscow for high-stakes talks covering a wide range of geopolitical flashpoints.

“As you know, we reached an agreement months ago, but unfortunately, Israel did not abide by this agreement,” Tamim said, referring to the January ceasefire deal that Doha helped broker between Israel and Hamas.

The Qatari leader’s visit—described by the Kremlin as “very important”—included discussions on the wars in Ukraine and Gaza, the future of Syria, and deepening economic ties between Qatar and Russia, especially in the energy sector. “We attach great importance to the Palestinian-Israeli settlement and the situation in Syria. We must coordinate our positions,” Putin said during the meeting.

Tamim reiterated Qatar’s commitment to enhancing bilateral cooperation. “We want to strengthen our relations with Russia in all fields,” he said. Among the items reviewed were a series of bilateral agreements to be signed during the visit.

The Qatari emir also revealed that Syria’s new president, Ahmed al-Sharaa—an ally of Doha who rose to power after the ouster of longtime Russian-backed leader Bashar Assad—was now seeking to build closer ties with Moscow.
