In its warning the State Department designates Belarus as a level FOUR risk, the highest level. It cites the buildup of  Russian military forces in Belarus , along with the potential for civil nrest and the Embassy’s limited ability to assist U.S. citizens. The warning comes even as neighboring contries Poland, Lativa, and Lithuania have increased security on their border over the buildup of pro-Russian Wagner mercenary forces inside Belarus.
