White House rescinds memo freezing federal grants after uncertainty
The Trump administration has rescinded this week’s memo announcing a freeze on federal grants and loans. After a firestorm of confusion and concern, the White House budget office sent a two-sentence notice to federal agencies saying Monday night’s memo “is rescinded.” However, it does not appear to be a u-turn.
