The Stop the Scroll Act is a joint effort from Republican Katie Britt [R-Ala] of Alabama, and Democrat John Fetterman [D-PA] of Pennsylvania. According to a press release the bill seeks to inform users of the potential mental health risks of social media and provide access to mental health resources, The bill requires that pop-up warning labels—created by the surgeon general and the Federal Trade Commission-appear each time user log on to Social Media.
