VERBATIM: Lawmakers point to a case out of Pennsylvania in which a convicted sex offender was able to obtain a child through a surrogate mother. Now Congressman Scott Perry, a Pennsylvania Republican, has introduced legislation that would penalize any surrogacy agency that provides a child to a known sex offender.
