VERBATIM: The Rock Church in the city of Castle Rock has been housing homeless people in recreational vehicles on its property. City officials say that’s a violation of zoning laws, but a federal judge has issued a preliminary injunction in favor of the congregation. The judge has he agrees with the church’s argument that by preventing it from allowing the homeless to live on its property, the Town is precluding the Church from exercising its religious beliefs.
