South Carolina senator Tim Scott [R-SC] say’s he’ll vote against the deal, because it leaves open the possibility President biden will unilaterally increase spending. A provision in the agreement allows the president’ director of the Office of Management Budget to waive the agreed-upon spending limits for virtually any reason.
